وَإِذَا تُتْلَى عَلَيْهِ آيَاتُنَا وَلَّى مُسْتَكْبِراً
كَأَن لَّمْ يَسْمَعْهَا كَأَنَّ فِي أُذُنَيْهِ وَقْراً فَبَشِّرْهُ بِعَذَابٍ أَلِيمٍ

يَسْمَعُ آيَاتِ اللَّهِ تُتْلَى عَلَيْهِ ثُمَّ يُصِرُّ مُسْتَكْبِراً كَأَن لَّمْ يَسْمَعْهَا فَبَشِّرْهُ بِعَذَابٍ أَلِيمٍ
YasmaAAu ayati Allahi tutla AAalayhi thumma yusirru mustakbiran kaan lam yasmaAAha fabashshirhu biAAathabin aleemin

Yanã jin ãyõyin Allah anã karanta su a kansa, sa´an nan ya dõge yanã makãngari, kamar bai jĩ su ba. To, ka yi masa bushara da azãba mai raɗaɗi.
English Translation
He hears the Signs of Allah rehearsed to him, yet is obstinate and lofty, as if he had not heard them: then announce to him a Penalty Grievous!
Who hears the communications of Allah recited to him, then persists proudly as though he had not heard them; so announce to him a painful punishment.
Who heareth the revelations of Allah recited unto him, and then continueth in pride as though he heard them not. Give him tidings of a painful doom.

Tafseer (English)
يَسْمَعُ آيَاتِ اللَّهِ تُتْلَى عَلَيْهِ ...
Who hears the Ayat of Allah Tutla (recited) to him,
meaning, being recited to him,
... ثُمَّ يُصِرُّ مُسْتَكْبِرًا ...
yet persists with pride,
i.e. in his disbelief, denial, pride and rebellion,
... كَأَن لَّمْ يَسْمَعْهَا ...
as if he heard them not.
i.e. as if he did not hear them being recited to him,
... فَبَشِّرْهُ بِعَذَابٍ أَلِيمٍ ﴿٨﴾
So announce to him a painful torment!
i.e. convey the news to him that on the Day of Resurrection, he will have a painful, severe torment from Allah.
Tafseer (Arabic)
ولهذا قال" يسمع آيات الله تتلى عليه " أي تقرأ عليه ثم يصر أي على كفره وجحوده استكبارا وعنادا كأن لم يسمعها أي كأنه ما سمعها فبشره بعذاب أليم أي فأخبره أن له عند الله تعالى يوم القيامة عذابا أليما موجعا .
"يسمع آيات الله" القرآن "تتلى عليه ثم يصر" على كفره "مستكبرا" متكبرا عن الإيمان "كأن لم يسمعها فبشره بعذاب أليم" مؤلم
يعني آيات القرآن .

«يَسْمَعُ آياتِ» مضارع ومفعوله والفاعل مستتر والجملة حال «اللَّهِ» لفظ الجلالة مضاف إليه «تُتْلى » مضارع مبني للمجهول ونائب الفاعل مستتر والجملة حال «عَلَيْهِ» متعلقان بالفعل «ثُمَّ» حرف عطف «يُصِرُّ» مضارع فاعله مستتر والجملة معطوفة على ما قبلها «مُسْتَكْبِراً» حال «كَأَنْ» حرف مشبه بالفعل واسمه ضمير شأن محذوف «لَمْ يَسْمَعْها» مضارع مجزوم بلم ومفعوله والفاعل مستتر والجملة الفعلية خبر كأن والجملة الاسمية حال «فَبَشِّرْهُ» الفاء الفصيحة وأمر فاعله مستتر والهاء مفعوله «بِعَذابٍ» متعلقان بالفعل «أَلِيمٍ» صفة والجملة جواب شرط مقدر لا محل لها
