قُلْ هُوَ الْقَادِرُ عَلَى أَن يَبْعَثَ عَلَيْكُمْ عَذَاباً
مِّن فَوْقِكُمْ أَوْ مِن تَحْتِ أَرْجُلِكُمْ أَوْ يَلْبِسَكُمْ شِيَعاً وَيُذِيقَ بَعْضَكُم
بَأْسَ بَعْضٍ انظُرْ كَيْفَ نُصَرِّفُ الآيَاتِ لَعَلَّهُمْ يَفْقَهُونَ

لَا يُقَاتِلُونَكُمْ جَمِيعاً إِلَّا فِي قُرًى مُّحَصَّنَةٍ أَوْ مِن وَرَاء جُدُرٍ بَأْسُهُمْ بَيْنَهُمْ شَدِيدٌ تَحْسَبُهُمْ جَمِيعاً وَقُلُوبُهُمْ شَتَّى ذَلِكَ بِأَنَّهُمْ قَوْمٌ لَّا يَعْقِلُونَ
La yuqatiloonakum jameeAAan illa fee quran muhassanatin aw min warai judurin basuhum baynahum shadeedun tahsabuhum jameeAAan waquloobuhum shatta thalika biannahum qawmun la yaAAqiloona

Bã su iya yãƙar ku gabã ɗaya, fãce a cikin garũruwa mãsu gãnuwa da gãruna, kõ kuma daga bãyan katangu. Yãkinsu a tsãkaninsu mai tsanani ne, kanã zaton su a haɗe, alhãli kuwa zukãtansu dabam- dabam suke. Wannan kuwa dõmin sũ, lalle wasu irin mutane ne da bã su hankalta.
They will not fight you (even) together, except in fortified townships, or from behind walls. Strong is their fighting (spirit) amongst themselves: thou wouldst think they were united, but their hearts are divided: that is because they are a people devoid of wisdom.
They will not fight against you in a body save in fortified towns or from behind walls; their fighting between them is severe, you may think them as one body, and their hearts are disunited; that is because they are a people who have no sense.
They will not fight against you in a body save in fortified villages or from behind walls. Their adversity among themselves is very great. Ye think of them as a whole whereas their hearts are divers. That is because they are a folk who have no sense.
Asbabu n-Nuzuul (Occasions of Revelation)
Allah then said,
لَا يُقَاتِلُونَكُمْ جَمِيعًا إِلَّا فِي قُرًى مُّحَصَّنَةٍ أَوْ مِن وَرَاء جُدُرٍ ...
They fight not against you even together, except in fortified townships, or from behind walls.
meaning, they will not fight Muslims except from behind besieged fortified forts, because of their cowardice and fear of Muslims. They only fight when they have to defend themselves (even though they threaten Muslims of reprisals.
Allah the Exalted said,
... بَأْسُهُمْ بَيْنَهُمْ شَدِيدٌ ...
Their enmity among themselves is very great.
meaning, the enmity they feel against each other is intense,
It is as said,
وَيُذِيقَ بَعْضَكُمْ بَأْسَ بَعْضٍ
And make you to taste the violence of one another. (6:65)
Allah said in the Ayah,
... تَحْسَبُهُمْ جَمِيعًا وَقُلُوبُهُمْ شَتَّى ...
You would think they were united, but their hearts are divided.
meaning, even though one might see them combining forces and think that these forces are harmonious, yet in reality, they are divided severely.
Ibrahim An-Nakha`i said that this Ayah refers to the hypocrites and the People of the Scriptures,
... ذَلِكَ بِأَنَّهُمْ قَوْمٌ لَّا يَعْقِلُونَ ﴿١٤﴾
That is because they are a people who understand not.
قال تعالى " لا يقاتلونكم جميعا إلا في قرى محصنة أو من وراء جدر " يعني أنهم من جبنهم وهلعهم لا يقدرون على مواجهة جيش الإسلام بالمبارزة والمقاتلة بل إما في حصون أو من وراء جدر محاصرين فيقاتلون للدفع عنهم ضرورة . ثم قال تعالى " بأسهم بينهم شديد " أي عداوتهم فيما بينهم شديدة كما قال تعالى" ويذيق بعضكم بأس بعض " ولهذا قال تعالى " تحسبهم جميعا وقلوبهم شتى " أي تراهم مجتمعين فتحسبهم مؤتلفين وهم مختلفون غاية الاختلاف قال إبراهيم النخعي يعني أهل الكتاب والمنافقين ذلك بأنهم قوم لا يعقلون " .
"لا يقاتلونكم" أي اليهود "جميعا" مجتمعين "إلا في قرى محصنة أو من وراء جدار" سور وفي قراءة جدر "بأسهم" حربهم "بينهم شديد تحسبهم جميعا" مجتمعين "وقلوبهم شتى" متفرقة خلاف الحسبان

«لا يُقاتِلُونَكُمْ» لا نافية ومضارع وفاعله ومفعوله والجملة استئنافية لا محل لها «جَمِيعاً» حال. «إِلَّا» حرف حصر «فِي قُرىً» متعلقان بالفعل «مُحَصَّنَةٍ» صفة قرى ، «أَوْ» حرف عطف «مِنْ وَراءِ» معطوفان على ما قبلهما «جُدُرٍ» مضاف إليه «بَأْسُهُمْ» مبتدأ «بَيْنَهُمْ» ظرف مكان «شَدِيدٌ» خبر «تَحْسَبُهُمْ» مضارع ومفعوله الأول والفاعل مستتر «جَمِيعاً» مفعول به ثان والجملة استئنافية لا محل لها ، «وَ» الواو حالية «قُلُوبُهُمْ شَتَّى» مبتدأ وخبره والجملة حال «ذلِكَ» مبتدأ «بِأَنَّهُمْ قَوْمٌ لا يَعْقِلُونَ» سبق إعراب نظيره.
