Wani 1ittãfi ne rubũtacce.
Asbabu n-Nuzuul (Occasions of Revelation)
Then Allah says,
كِتَابٌ مَّرْقُومٌ ﴿٩﴾
A Register inscribed.
This is not an explanation of His statement, وَمَآ أَدْرَاكَ مَا سِجِّينٌ (And what will make you know what Sijjin is?) It is only an explanation of the destination that will be recorded for them, which is Sijjin.
Meaning, it is inscribed, written, and completed. No one can add to it and no one can remove anything from it.
This was said by Muhammad bin Ka`b Al-Qurazi.
ليس تفسيرا لقوله " وما أدراك ما سجين " وإنما هو تفسير لما كتب لهم من المصير إلى سجين أي مرقوم مكتوب مفروغ منه لا يزاد فيه أحد ولا ينقص منه أحد . قاله محمد بن كعب القرظي.
" كتاب مرقوم " مختوم
أي مكتوب كالرقم في الثوب , لا ينسى ولا يمحى . وقال قتادة : مرقوم أي مكتوب , رقم لهم بشر : لا يزاد فيهم أحد ولا ينقص منهم أحد . وقال الضحاك : مرقوم : مختوم , بلغة حمير ; وأصل الرقم : الكتابة ; قال : سأرقم في الماء القراح إليكم على بعدكم إن كان للماء راقم
