وَمَا كَانَ
النَّاسُ إِلاَّ أُمَّةً وَاحِدَةً فَاخْتَلَفُواْ وَلَوْلاَ كَلِمَةٌ
سَبَقَتْ مِن رَّبِّكَ لَقُضِيَ بَيْنَهُمْ فِيمَا فِيهِ يَخْتَلِفُونَ

وَلَوْلَا كَلِمَةٌ سَبَقَتْ مِن رَّبِّكَ لَكَانَ لِزَاماً وَأَجَلٌ مُسَمًّى

Kuma bã dõmin wata kalma ba wadda ta gabãta daga Ubangijinka, da kuma ajali ambatacce haƙĩƙa, dã azãbarta kasance mai lazimta.
Had it not been for a Word that went forth before from thy Lord, (their punishment) must necessarily have come; but there is a Term appointed (for respite).
And had there not been a word (that had) already gone forth from your Lord and an appointed term, it would surely have been made to cleave (to them).
And but for a decree that had already gone forth from thy Lord, and a term already fixed, the judgment would have been inevitable (in this world).
Asbabu n-Nuzuul (Occasions of Revelation)
وَلَوْلَا كَلِمَةٌ سَبَقَتْ مِن رَّبِّكَ لَكَانَ لِزَامًا وَأَجَلٌ مُسَمًّى ﴿١٢٩﴾
And had it not been for a Word that went forth before from your Lord, and a term determined (their punishment), must necessarily have come (in this world).
This means that if it were not for the Word that had already preceded from Allah -- that He would not punish anyone until the proof had been established against him and the punishment would take place at an appointed time that He has already determined for these rejecters -- then the punishment would certainly seize them immediately.
قال تعالى " ولولا كلمة سبقت من ربك لكان لزاما وأجل مسمى " أي لولا الكلمة السابقة من الله وهو أنه لا يعذب أحدا إلا بعد قيام الحجة عليه والأجل المسمى الذي ضربه الله تعالى لهؤلاء المكذبين إلى مدة معينة لجاءهم العذاب بغتة .
"ولولا كلمة سبقت من ربك" بتأخير العذاب عنهم إلى الآخرة "لكان" الإهلاك "لزاما" لازما لهم في الدنيا "وأجل مسمى" مضروب لهم معطوف على الضمير المستتر في كان وقام الفصل بخبرها مكان التأكيد
فيه تقديم وتأخير ; أي ولولا كلمة سبقت من ربك وأجل مسمى لكان لزاما ; قاله قتادة . واللزام الملازمة ; أي لكان العذاب لازما لهم . وأضمر اسم كان .

«وَلَوْ لا» الواو استئنافية لولا شرطية غير جازمة «كَلِمَةٌ» مبتدأ خبره محذوف وجوبا تقديره موجودة «سَبَقَتْ» الجملة صفة لكلمة «مِنْ رَبِّكَ» متعلقان بسبقت «لَكانَ» اللام واقعة في جواب لولا وكان الناقصة واسمها ضمير مستتر «لِزاماً» خبر كان «وَأَجَلٌ» الواو عاطفة وأجل معطوف على كلمة «مُسَمًّى» صفة أجل مرفوع بالضمة المقدرة وجملة لكان جواب لولا لا محل لها وجملة «لَوْ لا» .. إلخ مستأنفة
