وَلاَ تُفْسِدُواْ فِي
الأَرْضِ بَعْدَ إِصْلاَحِهَا وَادْعُوهُ خَوْفاً وَطَمَعاً إِنَّ رَحْمَتَ
اللّهِ قَرِيبٌ مِّنَ الْمُحْسِنِينَ

Shĩ ne Wanda Yake nũna muku walƙiya dõmin tsõro da tsammãni, kuma Ya ƙãga halittar girãgizai mãsu nauyi.
It is He Who doth show you the lightning, by way both of fear and of hope: It is He Who doth raise up the clouds, heavy with (fertilising) rain!
He it is Who shows you the lightning causing fear and hope and (Who) brings up the heavy cloud.
He it is Who showeth you the lightning, a fear and a hope, and raiseth the heavy clouds.

Clouds, Thunder and Lightning are Signs of Allah's Power
Allah says:
هُوَ الَّذِي يُرِيكُمُ الْبَرْقَ ...
It is He Who shows you the lightning,
Allah states that He has full power over Al-Barq (lightning), which is the bright light that originates from within clouds.
Ibn Jarir recorded that;
Ibn Abbas once wrote to Abu Al-Jald asking about the meaning of Al-Barq, and he said that it is water.
... خَوْفًا وَطَمَعًا ...
as a fear and as a hope.
Qatadah commented on Allah's statement,
"Fear for travelers, for they feel afraid of its harm and hardship, and hope for residents, awaiting its blessing and benefit and anticipating Allah's provisions.''
Allah said next,
... وَيُنْشِىءُ السَّحَابَ الثِّقَالَ ﴿١٢﴾
And it is He Who brings up the clouds, heavy.
meaning, He originates the clouds that are heavy and close to the ground because of being laden with rain.
Mujahid said that;
this part of the Ayah is about clouds that are heavy with rain.
يخبر تعالى أنه هو الذي يسخر البرق وهو ما يرى من النور اللامع ساطعا من خلل السحاب ; وروى ابن جرير أن ابن عباس كتب إلى أبي الجلد يسأله عن البرق فقال البرق الماء . وقوله " خوفا وطمعا " قال قتادة خوفا للمسافر يخاف أذاه ومشقته وطمعا للمقيم يرجو بركته ومنفعته ويطمع في رزق الله " وينشئ السحاب الثقال " أي يخلقها منشأة جديدة وهي لكثرة مائها ثقيلة قريبة إلى الأرض قال مجاهد : السحاب الثقال الذي فيه الماء .
"هو الذي يريكم البرق خوفا" للمسافرين من الصواعق "وطمعا" للمقيم في المطر "وينشئ" يخلق "السحاب الثقال" بالمطر
أي بالمطر . " السحاب " جمع , والواحدة سحابة , وسحب وسحائب في الجمع أيضا .
I'raab - grammatical analysis of the Qur'an
«هُوَ» مبتدأ.
«الَّذِي» اسم موصول خبر.
«يُرِيكُمُ» مضارع مرفوع بالضمة المقدرة على الياء للثقل وفاعله مستتر والكاف مفعول به أول والميم للجمع.
«الْبَرْقَ» مفعول به ثان والجملة صلة.
«خَوْفاً» مفعول لأجله أو حال.
«وَطَمَعاً» معطوف على خوفا.
«وَيُنْشِئُ» الواو عاطفة ومضارع مرفوع وفاعله مستتر.
«السَّحابَ» مفعول به والجملة معطوفة.
«الثِّقالَ» صفة.
