وَلَقَدْ يَسَّرْنَا الْقُرْآنَ لِلذِّكْرِ فَهَلْ مِنْ مُدَّكِرٍ
And indeed, We have made the Qur'an easy to understand and remember; then is there any that will remember!

The Story of Thamud
Allah states here that,
كَذَّبَتْ ثَمُودُ بِالنُّذُرِ ﴿٢٣﴾
Thamud denied the warnings.
i.e. the people of Thamud denied their Messenger Salih,
هذا إخبار عن ثمود أنهم كذبوا رسولهم صالحا .
"كذبت ثمود بالنذر" جمع نذير بمعنى منذر أي بالأمور التي أنذرهم بها نبيهم صالح إن لم يؤمنوا به ويتبعوه
هم قوم صالح كذبوا الرسل ونبيهم , أو كذبوا بالآيات التي هي النذر
