وَقَالَ لِفِتْيَانِهِ اجْعَلُواْ بِضَاعَتَهُمْ فِي رِحَالِهِمْ
لَعَلَّهُمْ يَعْرِفُونَهَا إِذَا انقَلَبُواْ إِلَى أَهْلِهِمْ لَعَلَّهُمْ يَرْجِعُونَ

Kuma idan suka jũya zuwa ga iyãlansu, sai su tafi suna kãkãci.
Asbabu n-Nuzuul (Occasions of Revelation)
وَإِذَا انقَلَبُواْ إِلَى أَهْلِهِمُ انقَلَبُواْ فَكِهِينَ ﴿٣١﴾
And when they returned to their own people, they would return jesting.
meaning, when these criminals turn back, or return to their homes, they go back pleased.
This means that whatever they request, they find it. Yet, with this, they still are not grateful for Allah's favor upon them. Rather they busy themselves with despising and envying the believers.
أي وإذا انقلب أي رجع هؤلاء المجرمون إلى منازلهم انقلبوا إليها فكهين أي مهما طلبوا وجدوا ومع هذا ما شكروا نعمة الله عليهم بل اشتغلوا بالقوم المؤمنين يحقرونهم ويحسدونهم .
" وإذا انقلبوا " رجعوا " إلى أهلهم انقلبوا فكهين " وفي قراءة فكهين معجبين بذكرهم المؤمنين
أي انصرفوا إلى أهلهم وأصحابهم وذويهم
I'raab - grammatical analysis of the Qur'an
«وَإِذَا» الواو حرف عطف «إِذَا» ظرفية شرطية غير جازمة «انْقَلَبُوا» ماض وفاعله و«إِلى أَهْلِهِمُ» متعلقان بما قبلهما والجملة في محل جر بالإضافة و«انْقَلَبُوا» ماض وفاعله والجملة جواب الشرط لا محل لها و«فَكِهِينَ» حال.
