وَمَا ظَلَمْنَاهُمْ وَلَـكِن ظَلَمُواْ
أَنفُسَهُمْ فَمَا أَغْنَتْ عَنْهُمْ آلِهَتُهُمُ الَّتِي يَدْعُونَ مِن دُونِ
اللّهِ مِن شَيْءٍ لِّمَّا جَاء أَمْرُ رَبِّكَ وَمَا زَادُوهُمْ غَيْرَ تَتْبِيبٍ

وَإِن مَّن قَرْيَةٍ إِلاَّ نَحْنُ مُهْلِكُوهَا قَبْلَ يَوْمِ الْقِيَامَةِ أَوْ مُعَذِّبُوهَا عَذَاباً شَدِيداً كَانَ ذَلِك فِي الْكِتَابِ مَسْطُوراً
Wain min qaryatin illa nahnu muhlikooha qabla yawmi alqiyamati aw muAAaththibooha AAathaban shadeedan kana thalika fee alkitabi mastooran

Kuma bãbu wata alƙarya fãce, Mu ne mãsu halaka ta a gabãnin Rãnar Ƙiyãma kõ kuwa Mũ mãsu azãbta ta ne da azãba mai tsanani. Wancan ya kasance a cikin littãfi rubũtacce.
There is not a population but We shall destroy it before the Day of Judgment or punish it with a dreadful Penalty: that is written in the (eternal) Record.
And there is not a town but We will destroy it before the day of resurrection or chastise it with a severe chastisement; this is written in the Divine ordinance.
There is not a township but We shall destroy it ere the Day of Resurrection, or punish it with dire punishment. That is set forth in the Book (of Our decrees).
Asbabu n-Nuzuul (Occasions of Revelation)
The Destruction or Torment of all Disbelieving Towns before the Hour begins
Allah tells;
وَإِن مَّن قَرْيَةٍ إِلاَّ نَحْنُ مُهْلِكُوهَا قَبْلَ يَوْمِ الْقِيَامَةِ أَوْ مُعَذِّبُوهَا عَذَابًا شَدِيدًا كَانَ ذَلِك فِي الْكِتَابِ مَسْطُورًا ﴿٥٨﴾
And there is not a town (population) but We shall destroy it before the Day of Resurrection, or punish it with a severe torment. That is written in the Book (of Our decrees).
Here Allah tells us that He has decreed and it is written in Al-Lawh Al-Mahfuz (The Preserved Tablet) which is with Him, that there is no town that He will not destroy by wiping out all its people or by punishing them, عَذَابًا شَدِيدًا (with a severe torment), either by killing them or sending calamities upon them as He wills.
This will be because of their sins, as Allah says of the past nations:
وَمَا ظَلَمْنَـهُمْ وَلَـكِن ظَلَمُواْ أَنفُسَهُمْ
We wronged them not, but they wronged themselves. (11:101)
فَذَاقَتْ وَبَالَ أَمْرِهَا وَكَانَ عَـقِبَةُ أَمْرِهَا خُسْراً
So it tasted the evil result of its affair (disbelief), and the consequence of its affair (disbelief) was loss. (65:9)
وَكَأِيِّن مِّن قَرْيَةٍ عَتَتْ عَنْ أَمْرِ رَبِّهَا وَرُسُلِهِ
And many a town (population) revolted against the command of its Lord and His Messengers; (65:8)
and many Ayat.
هذا إخبار من الله عز وجل بأنه قد حتم وقضى بما قد كتب عنده في اللوح المحفوظ أنه ما من قرية إلا سيهلكها بأن يبيد أهلها جميعهم أو يعذبهم " عذابا شديدا " إما بقتل أو ابتلاء بما يشاء وإنما يكون ذلك بسبب ذنوبهم وخطاياهم كما قال تعالى عن الأمم الماضين " وما ظلمناهم ولكن ظلموا أنفسهم " وقال تعالى " فذاقت وبال أمرها وكان عاقبة أمرها خسرا " وقال " وكأين من قرية عتت عن أمر ربها ورسله " الآيات .
"وإن" ما "من قرية" أريد أهلها "مهلكوها" بالموت "أو معذبوها عذابا شديدا" بالقتل وغيره "كان ذلك في الكتاب" اللوح المحفوظ "مسطورا" مكتوبا
أي مخربوها .
I'raab - grammatical analysis of the Qur'an
«وَإِنْ» الواو استئنافية وإن نافية لا عمل لها.
«مِنْ» حرف جر زائد.
«قَرْيَةٍ» مبتدأ مجرور لفظا مرفوع محلا والجملة مستأنفة.
«إِلَّا» أداة حصر.
«نَحْنُ» مبتدأ.
«مُهْلِكُوها» خبر مرفوع بالواو لأنه جمع مذكر سالم وحذفت النون للإضافة والهاء مضاف إليه والجملة خبر قرية.
«قَبْلَ» ظرف زمان متعلق بمهلكوها.
«يَوْمِ» مضاف إليه.
«الْقِيامَةِ» مضاف إليه.
«أَوْ مُعَذِّبُوها» معطوف على مهلكوها.
«عَذاباً» مفعول مطلق.
«شَدِيداً» صفة.
«كانَ ذلِكَ» ذا اسم إشارة في محل رفع اسم كان واللام للبعد والكاف للخطاب «فِي الْكِتابِ» متعلقان بمسطورا.
«مَسْطُوراً» خبر كان والجملة مستأنفة.
