أَفَأَمِنَ أَهْلُ الْقُرَى أَن يَأْتِيَهُمْ بَأْسُنَا بَيَاتاً
وَهُمْ نَآئِمُونَ

Ko kuwa Ya kama su a cikin jujjuyawarsu? Sabõda haka ba su zama masu buwãya ba.
Or that He may not call them to account in the midst of their goings to and fro, without a chance of their frustrating Him?-
Or that He may not seize them in the course of their journeys, then shall they not escape;
Or that He will not seize them in their going to and fro so that there be no escape for them?
Asbabu n-Nuzuul (Occasions of Revelation)
أَوْ يَأْخُذَهُمْ فِي تَقَلُّبِهِمْ ...
Or that He may punish them in the midst of their going to and fro,
meaning, when they are busy with their daily business, travel, and other distracting activities.
Qatadah and As-Suddi said: تَقَلُّبِهِمْ (Their going to and fro),
means their journeys.''
As Allah says:
أَفَأَمِنَ أَهْلُ الْقُرَى أَن يَأْتِيَهُم بَأْسُنَا بَيَـتاً وَهُمْ نَآئِمُونَ
أَوَ أَمِنَ أَهْلُ الْقُرَى أَن يَأْتِيَهُمْ بَأْسُنَا ضُحًى وَهُمْ يَلْعَبُونَ
Did the people of the towns feel secure against the coming of Our punishment by night while they were asleep! Or, did the people of the towns feel secure against the coming of Our punishment in the forenoon while they were playing! (7:97-98)
... فَمَا هُم بِمُعْجِزِينَ ﴿٤٦﴾
so that there be no escape for them (from Allah's punishment).
meaning, it is not impossible for Allah, no matter what their situation.
وقوله " أو يأخذهم في تقلبهم " أي في تقلبهم في المعايش واشتغالهم بها في أسفار ونحوها من الأشغال الملهية ; قال قتادة والسدي تقلبهم أي أسفارهم وقال مجاهد والضحاك وقتادة " في تقلبهم " في الليل والنهار كقوله " أفأمن أهل القرى أن يأتيهم بأسنا بياتا وهم نائمون أو أمن أهل القرى أن يأتيهم بأسنا ضحى وهم يلعبون " وقوله " فما هم بمعجزين " أي لا يعجزون الله على أي حال كانوا عليه .
"أو يأخذهم في تقلبهم" في أسفارهم للتجارة "فما هم بمعجزين" بفائتي العذاب
أي في أسفارهم وتصرفهم ; قاله قتادة . وقيل : " في تقلبهم " على فراشهم أينما كانوا . وقال الضحاك : بالليل والنهار .
I'raab - grammatical analysis of the Qur'an
«أَوْ يَأْخُذَهُمْ» مضارع معطوف على ما قبله بالفتحة وفاعله مستتر والهاء مفعوله.
«فِي تَقَلُّبِهِمْ» متعلقان بمحذوف حال.
«فَما» الفاء عاطفة وما تعمل عمل ليس.
«هُمْ» اسمها.
«بِمُعْجِزِينَ» الباء زائدة معجزين خبر مجرور لفظا منصوب محلا والجملة معطوفة.
