قَدْ كَانَتْ آيَاتِي
تُتْلَى عَلَيْكُمْ فَكُنتُمْ عَلَى أَعْقَابِكُمْ تَنكِصُونَ

وَأَمَّا الَّذِينَ كَفَرُوا أَفَلَمْ تَكُنْ آيَاتِي تُتْلَى عَلَيْكُمْ فَاسْتَكْبَرْتُمْ وَكُنتُمْ قَوْماً مُّجْرِمِينَ
Waamma allatheena kafaroo afalam takun ayatee tutla AAalaykum faistakbartum wakuntum qawman mujrimeena

Kuma amma waɗanda suka kãfirtã (Allah zai ce musu): "Shin, ãyõyĩNã ba su kasance anã karãnta su ã kanku ba sai kuka kangare, Kuma kuka kasance mutãne mãsu laifi?"
But as to those who rejected Allah, (to them will be said): "Were not Our Signs rehearsed to you? But ye were arrogant, and were a people given to sin!
As to those who disbelieved: What! were not My communications recited to you? But you were proud and you were a guilty people.
And as for those who disbelieved (it will be said unto them): Were not Our revelations recited unto you? But ye were scornful and became a guilty folk.
Asbabu n-Nuzuul (Occasions of Revelation)
Allah said,
وَأَمَّا الَّذِينَ كَفَرُوا أَفَلَمْ تَكُنْ آيَاتِي تُتْلَى عَلَيْكُمْ فَاسْتَكْبَرْتُمْ ...
But as for those who disbelieved (it will be said to them):
"Were not Our Ayat recited to you? But you were proud...''
They will be admonished and criticized with this statement, that means, `have not the Ayat of Ar-Rahman been recited to you? But you did not follow them out of pride and turned away upon hearing them,'
... وَكُنتُمْ قَوْمًا مُّجْرِمِينَ ﴿٣١﴾
and you were a people who were criminals.
`by your actions, as well as, the denial that your hearts contained.'
ثم قال تعالى وأما الذين كفروا أفلم تكن آياتي تتلى عليكم فاستكبرتم أي يقال لهم ذلك تقريعا وتوبيخا أما قرئت عليكم آيات الله تعالى فاستكبرتم عن اتباعها وأعرضتم عن سماعها وكنتم قوما مجرمين في أفعالكم مع ما اشتملت عليه قلوبكم من التكذيب .
"وأما الذين كفروا" فيقال لهم "أفلم تكن آياتي" القرآن "تتلى عليكم فاستكبرتم" تكبرتم "وكنتم قوما مجرمين" كافرين
أي فيقال لهم ذلك . وهو استفهام توبيخ .

«إِذْ» ظرف زمان «عُرِضَ» ماض مبني للمجهول «عَلَيْهِ» متعلقان بعرض «بِالْعَشِيِّ» متعلقان بمحذوف حال «الصَّافِناتُ» نائب فاعل «الْجِيادُ» صفة والجملة في محل جر بالإضافة.
